No resolution of intention to vacate any street, lane, alley, court or other place shall be presented to the council unless and until the person requesting such vacation shall have paid to the city a fee in an amount not less than one hundred dollars which, in the judgment of the city engineer, shall be sufficient to compensate the city for the cost of such vacation proceedings; provided, however, in the event such vacation is initiated by the council, the fee may be waived in whole or in part by the council.
