No person shall store, abandon, or display for sale a vehicle of any kind on a public right-of-way in excess of 72 consecutive hours. Violation of this section shall be a civil violation and subject to a fine amount as shall be established and set forth by resolution. Vehicles remaining in excess of 72 consecutive hours shall be marked with a 72-hour notice of intent to tow and, if unmoved, subsequently towed.
