The Planning Commission may impose whatever conditions it feels necessary for the proper location and operation of recycling receptacles. Conditions may pertain to on-site location, setbacks from surrounding properties, sight-screening, receptacle design, size, and construction materials, types of materials collected, hours and days of operation, maintenance, number of receptacles, and termination of operation. Where the Planning Commission determines that a proposed recycling receptacle is not compatible with other land uses in the immediate vicinity, or not in the public interest, the Commission may deny the request to locate such receptacle.
