It is unlawful to break, damage, destroy, deface, alter or tamper with any structure, appurtenance or equipment which is part of the water system of the town, or without authority from the water distribution manager, to break, damage, destroy or deface any public walk, curb or pavement, or to make openings or excavations in a public area for the purpose of connection to the town water system.
