The water distribution manager or his/her representatives, bearing proper credentials and identification, shall be permitted to enter upon all and any premises at all reasonable times for the purpose of inspection, observation, measurements, sampling and testing of town water services and the water supplied by such services and performing all other acts or duties required of him/her in accordance with the provisions of this chapter.

The water distribution manager is authorized to cause the removal of any trees and shrubs from any public area, or the roots of any trees and shrubs which extend into any public area when such trees and shrubs or the roots thereof are causing damage to or are liable to cause damage to any town water system component or appurtenance.

The water distribution manager, on authority of the town council, may make rules and regulations and amend the same from time to time, as he/she shall deem necessary and convenient to carry out the intent of this chapter.
