The wastewater operator or his/her representatives, bearing proper credentials and identification, shall be permitted to enter upon all and any premises at all reasonable times for the purpose of inspection, observation, measurements, sampling and testing of sewers and sewage, and performing all other acts or duties required of him/her in accordance with the provisions of this chapter.

The wastewater operator, on authority of the town council, may make rules and regulations and amend the same from time to time, as he/she shall deem necessary and convenient to carry out the intent of this chapter.
