A.
Applications for Type II, III and IV actions shall not be accepted by the administrator unless the applicant has scheduled and attended a preapplication conference. The purpose of the preapplication conference is to acquaint the applicant with the requirements of the town of Winthrop development regulations.

The conference shall be held within fifteen (15) days of the request.

At the conference or within five working days following the conference, the applicant may request the following be provided:

It is impossible for the conference to be an exhaustive review of all potential issues. The discussions at the conference or the form sent by the town to the applicant under subsection C of this section above shall not bind or prohibit the town's future application or enforcement of all applicable laws.
