(a)
All residences and/or businesses within the city limits shall be required to connect to the City's water system and sewer system where such utilities are available, except in such areas as the city cannot reasonably supply service mains, such determination of reasonableness to be made by the City. Citizens who refuse to be connected to public utilities where such utilities are available will be billed at the minimum amount.
(b)
Any person, firm, corporation or business entity violating this section shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punished in an amount not exceeding the amount set out in the Code of Ordinances. Each continuing day's violation under this article shall constitute a separate offense. The penal provisions imposed under this article shall not preclude Anson from filing suit to enjoin the violation.
(c)
Anson retains all legal rights and remedies available to it pursuant to local, state and federal law.
