(a) 
The International Building Code, 2021 edition, and any future revisions thereto, except such portions as may hereinafter be amended in subsection 3.02.051(b), is hereby adopted by reference as though copied herein fully; and the provisions therein shall be controlling in the construction, alteration, repair, equipment, use and occupancy, location, maintenance, removal, and demolition of all buildings and structures within the area of jurisdiction of the City.
(b) 
The following local amendments are made to International Building Code, 2021 edition, as adopted by the City in subsection 3.02.051(a):
Section 101.1 is hereby amended by inserting the following: City of Bangs.
Section 103.1 is deleted in its entirety.
Section 113 is deleted in its entirety.

This division shall apply to the construction, alteration, repair, equipment, use and occupancy, location, maintenance, removal and demolition of every building or structure or any appurtenances connected or attached to such building or structure. It is an amendment to and made a part of the International Building Code.

All words, terms and abbreviations shall be the same as defined in the International Building Code, except that carports shall be considered as within the definition of a building.

(a) 
Minimum size for any dwelling shall be at least 500 (five hundred) square feet.
(b) 
Each dwelling site shall provide a minimum area of 4,000 (four thousand) square feet. However, no space or lot shall have a dimension of less than 40 (forty) feet on the narrow dimension nor less than 100 (one hundred) feet on the long dimension.
(c) 
No more than one family unit shall occupy any space or lot, except as designated by other sections of this code.

(a) 
The minimum setback requirement from any building to any property line or from any building to a line separating individual lots in a mobile home park as defined further in this division shall be not less than 10 (ten) feet.
(b) 
No building may be closer than 25 (twenty-five) feet to the property line adjoining a public street.

(a) 
Toilets shall be available in every dwelling.
(b) 
Hot and cold water shall be furnished in every lavatory, sink, bathtub, shower and laundry fixture; cold water shall be furnished to every water closet and urinal.

Cooking shelters, barbeque pits, fireplaces and woodburning stoves shall be located, constructed, maintained, and used to minimize fire hazards and smoke nuisances, both on the property on which used and on neighboring property, and shall conform to all state certification regulations. No open fire shall be left unattended. No fuel shall be used and no material burned which emits dense smoke or objectionable odors.

The city building inspector is required by the city to make three (3) inspections. Twenty-four (24) hour notification will be required in order to allow the building inspector to schedule the inspections in the order in which they are received.
(1) 
First inspection: Foundation.
To be made after trenches are excavated, forms erected, steel in place and tied and after sprayed for termite control so that odor is detectable. Use of Chlordane or its equivalent is recommended.
(2) 
Second inspection: Framing.
When all framing is complete, duct work and insulation in place and brick ties installed.
(3) 
Third inspection: Final.
When smoke detectors are installed and the building is ready for occupancy. No occupancy before final inspection.

(a) 
Walks and driveways.
All concrete to be five sack mix to stand three thousand pounds per inch. All concrete to be four inches thick, with 6 x 6 x 10 wire mesh.
(b) 
Foundation.
Trenches are to be 24 inches from the top of grade to bottom of ditch and 12 inches wide. Four bars of 5/8″ rebar. Pad or floor concrete to have 3/8″ rebar on 16″ centers both ways. Beams are not to exceed 16′ both ways. Foundation bolts are to be 1/2″ to 8″ and placed 5′ on center on outside walls. Pad or floor concrete to be 4″ thick.
(c) 
Framing.
All framing material to be utility grade or better. Walls to be framed with studs on 16″ center with proper insulation in outside walls. Wind braces on all corners both ways to be 1″ x 4″ notched in top and bottom plate and studs on a diagonal 45 degrees or more. All conventional ceiling framing to be 2″ x 6″ or bigger according to span. Rafters may be 2″ x 6″ on 2′ centers with braces and collar ties or 4″ [sic] centers. If manufacturer's trusses are used they may be placed on 24″ centers with 6″ insulation. All roof sheeting, wall sheeting and drywall to be 1/2″ thick or more. All air conditioning ducts to be galvanized with 2″ insulation around them. All holes for plumbing and wiring to be caulked. All work to be done in a workmanlike manner.
(d) 
Disclaimer of liability.
The city and/or its inspectors will not be held liable or responsible for the durability or strength of any construction.

Any violation of the code will cause a stop work order to be issued. Violations of the code are considered a misdemeanor and upon conviction shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code. Each day of violation constitutes a separate violation.

(a) 
Fee schedule.
The schedule of building permit fees will be upgraded as needed with city council approval.
(b) 
Commencing work prior to obtaining permit.
Where work for which a permit is required by this code is started or proceeded with prior to obtaining said permit, the fees shall be doubled, but payment of such double fee shall not relieve any persons from fully complying with the requirements of this code in the execution of the work nor from any other penalties prescribed herein.
