In the event that any well is drilled, worked over, recompleted, plugged, or any other operations for oil and gas be commenced and conducted within the Cushing Water District, without complying with the provisions of this article, then on demand of the city, the operator shall immediately cease his operations and shall at his expense run all tests and do all things necessary as required by the city to establish to the satisfaction to the city that such well does not constitute a hazard to the waters within the Cushing Water District.

No saltwater shall be injected into any sand except through tubing with a packer set immediately above the zone into which such saltwater is to be injected. The annular space between tubing and casing in saltwater wells shall be vented to the atmosphere.

No saltwater disposal well shall be used, constructed, maintained or operated within the Cushing Water District in Sections 27, 28, 33 and 34 of Township 18 North, Range 4 East or in Section 3, Township 17 North, Range 4 East.

No person shall permit or cause any waste matter from oil or gas wells, or any salt water, or other substance of any nature whatsoever that would pollute the water of the Cushing Reservoir, to flow across, over or under any land in the water district, in such manner that the waste matter, salt water or other substance will flow directly or ultimately into the Cushing Reservoir, or into any lake, pond, stream, ditch, watercourse or other body of water, the water of which flows or may flow directly or ultimately into Cushing Reservoir.

A permittee under this division shall notify the city manager at least 24 hours prior to setting and cementing surface pipe on any well and prior to plugging any well, of the time and place where and when such work is to be done.
