A.
City water service may be furnished through city-owned or privately owned lines from the city water system to users thereof outside the city if approved and authorized by the city manager upon written application to the city clerk and upon the execution of a written contract for each use.
B.
Any application for water extensions and sale of water from the city system to locations outside the corporate limits of the city may be refused if, in the opinion of the city manager, the area to be served does not have adequate provision for streets or alleys for public convenience, or if for any other reason in the opinion of the city manager it should not be to the best interest of the city to furnish such user or area.
