A.
Rates charged for electric utility service shall be fixed by resolution. Copies of the rate schedules are available at the office of the city clerk and are open to public inspection.
B.
Where optional rates are available for certain classes of consumers in addition to the standard or regular rate schedules for these classes, such optional schedules are plainly set forth in such schedules.

It is sometimes impossible, because of the lack of essential information, to determine at the outset which rate schedule a new consumer should select. Reasonable assistance will be given to the consumers in such cases to determine which schedule is the most favorable.
D.
Investigation will be made at any time upon written request of the consumer to determine whether consumer is on the available rate which will give him the lowest annual cost for his service. However, responsibility for the choice of the best available schedule lies with the consumer.

No more than one change in rate schedules will be made within any 12-month period for any one consumer.
F.
The city does not guarantee that the consumer will have the most advantageous rate at all times; but the city offers the consumer, upon request, all reasonable assistance in determining the most favorable rate schedule for the consumer's operating conditions.
G.
Although the city offers its reasonable assistance to consumers in determining the schedule most favorable to their particular service, and will assist the consumer in determining whether a change to another available schedule will favor such consumer, either upon written notice by the consumer or upon discovery thereof by the reasonable investigation made by the city, it is understood that the consumer is best informed as to the data and requirements of his use of service mid of the application of the most favorable schedule to his particular connected load, demand and use; the city does not contract to discover or determine for the consumer the most favorable schedule of rates applicable to his use. It is understood that no refund shall be made to any consumer upon past bills even though change in the application of schedules, made as a result of investigation by the city or as a result of written notice by the consumer, show reductions to the consumer on future bills.
