There shall be posted in a conspicuous place on the inside of each taxicab or limousine and on the back of the front seat a card showing the rates charged by the taxicab. A failure to have such card so posted at all times is a violation of this chapter and may subject the permit to revocation at the will of the Council.

It shall be unlawful for the driver of any taxicab or limousine upon receiving full payment of a fare to refuse to give a receipt therefor upon the request of the passenger making such payment.

All drivers of taxicabs or limousines shall promptly deliver to the Police Department or to authorized agencies of their companies all property left in such vehicles by passengers. Whoever violates the provisions of this section shall be guilty of a misdemeanor.

When articles left in taxicabs or limousines have been delivered to the office of the Chief of Police he shall make an entry of the fact in a book provided for that purpose and shall keep all such articles until claimed by the owner, or as the Council may authorize.

No driver shall cruise in search of passengers at any time and whenever a taxicab or limousine is unoccupied, the driver shall proceed at once by the most direct route to the garage where the vehicle is housed or to the regularly established stand.

When any authorized taxicab or limousine is at any depot or bus station within the city, it shall be unlawful for the driver or person in charge thereof to leave the same and enter the depot or bus station or to go upon the sidewalk or private property of any railroad company or bus line for the purpose of soliciting the transportation of any passenger or passengers arriving on the trains at such depot, or the buses at such station.

The drivers of taxicabs using public taxicab stands shall remain seated in their vehicles at all times while such vehicle is at a public stand; provided, however, such drivers may leave their vehicles when actually necessary to assist passengers to enter or leave same, or in case of an accident, necessity, or emergency beyond the control of such driver. Limousines shall have no right to access to public taxi stands.

It shall be unlawful for any taxicab or limousine to be driven or operated within the corporate limits of the city by any person except the owner of such taxicab or limousine or authorized agent or employee of the owner.

It shall be unlawful for any driver of a taxicab or limousine knowingly to transport any passenger to the abode of a commercialized prostitute with whom he has made previous arrangements for meeting with his passenger, or to knowingly transport any known criminal, narcotic peddler, or bootlegger in the commission of a crime or the infraction of the law in any manner, or act in any manner as a pimp for prostitutes, or a contact man for unlawful establishments of any character.

Every taxicab shall have painted on the sides and rear of such taxicab the name of the owner or the assumed name under which the owner operates, together with the company’s telephone number and the taxicab permit number. All of the lettering mentioned in this section shall not be less than one inch in width and not less than four inches in height and not less than 5/16 inch stroke and painted with paint that will weather the elements. Such lettering shall be kept legible at all times. The lettering requirements stated herein shall not be applicable to limousines.

Any driver employed to carry passengers to a definite point shall take the most direct route possible that will carry the passenger safely and expeditiously to their destination.

Every owner of a taxi stand shall keep accurate records relating to calls received and services rendered, the time of such calls for services, the name of the driver performing the service or making the service call, the place of such call and the time of return from such call. Every owner shall give access to any and all records kept to the Chief of Police or any member of the police force. Any and every refusal to give such records or furnish information kept regarding such matters shall be a misdemeanor.

It shall be unlawful for any person to refuse to pay the legal fare of any of the vehicles mentioned in this chapter after having hired the same, and any person who shall hire any vehicle herein defined with the intent to defraud the person from whom it is hired shall be guilty of a misdemeanor. It shall be unlawful for any taxicab or limousine driver to charge fares in excess of the fares provided in this chapter; and any taxicab or limousine driver charging or collecting any fare in excess of the fares provided herein shall be guilty of a misdemeanor.

It shall be unlawful for the driver of any taxicab or limousine to operate the same continuously for more than 12 hours. No owner of any taxicab or limousine shall permit any driver of any taxicab or limousine to be in continuous duty as a driver for a greater period than 12 hours.

It shall be unlawful for the driver of a taxicab to pick up passengers in the city within a 75 foot radius of any dispatch office other than his own, or within a 75 foot radius of any designated taxicab stand other than his own.

(A) 
No charge shall be made by the driver of any taxicab for waiting time of five minutes or less.
(B) 
Rates shall be mutually agreed upon by the driver and passenger in advance upon terms satisfactory to them.

In additional to any other remedies which may be available at law or in equity, the city may sue in the appropriate district court for an injunction to prohibit the violation of any regulation contained in this chapter.

Any person violating any of the provisions of this chapter shall be subject to a fine of not more than $2,000 and each day such violation continues shall constitute a separate offense; the Council may in addition to the penalty herein described revoke the permit to operate any taxicab involved. Each act done in violation shall constitute a separate offense and upon conviction be punishable as such.
