(A) 
It shall be the duty of the officers of the Police Department or such officers as are assigned by the Chief of Police to enforce all street traffic laws of this city and all of the state vehicle laws.
(B) 
Officers of the Police Department or such officers as are assigned by the Chief of Police are hereby authorized to direct all traffic by voice, hand, or signal in conformance with traffic laws, provided that, in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Police Department may direct traffic as conditions may require notwithstanding the provisions of the traffic laws.
(C) 
Officers of the Fire Department, when at the scene of a fire, may direct or assist the police in directing traffic thereat or in the immediate vicinity.
(D) 
The Police Chief or his/her designee shall evaluate the placement of all traffic-control signage prior to installation and such installation must be in compliance with the Texas Manual on Uniform Traffic Control Devices, as amended. Each traffic-control sign or device that is approved by the Police Chief or his/her designee shall be added to the established sign inventory, including the following information: 1) type of sign; 2) roadway on which the sign is located; 3) intersecting roadway; 4) travel direction; 5) date of approval; and 6) date of installation.

(A) 
Duties.
It shall be the duty of the Traffic Management Unit, with such aid as may be rendered by other members of the Police Department, to enforce the street traffic regulation of this city and all the state vehicle laws, to make arrest for traffic violations, to investigate accidents and to cooperate with the designated official and other officers of the city in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specially imposed upon the Division by this transportation code and the traffic ordinances of this city.
(B) 
Investigation of accident.
In the investigation of accidents, the Traffic Management Unit shall cite, and/or arrest, and assist in the prosecution of those persons charged with violations of law causing or contributing to such accidents.
(C) 
Traffic crash studies.
The Traffic Management Unit shall cooperate with the designated official in conducting studies of such crashes and determining remedial measures.
(D) 
Traffic accident reports.
All peace officer crash reports will be submitted using the Texas Department of Transportation Crash Reporting Information System (CRIS) within ten days of receiving the crash report.

(A) 
The Chief of Police by and with the approval of the designated official is hereby empowered to make regulations necessary to make effective the provisions of the traffic ordinances of the city and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than 90 days.

The designated official may test traffic-control devices under actual conditions of traffic.

Whenever, in any provisions of this transportation code, an act or condition is prohibited, or is made or declared to be unlawful, or an offense, or a misdemeanor, or whenever in the code the doing of any act is required, or the failure to do an act is declared to be unlawful, and no specific penalty is provided therefor, the violation of any such provision of this code shall be punished by a fine as set out in § 10.99. However, no penalty shall be greater or less than the penalty provided for the same or similar offense under the laws of the state. Each violation of this Transportation code shall constitute a separate offense.
