There is a hereby created a position of Purchasing Agent for the Borough of Woodstown.

The Purchasing Agent should be appointed by the Council of the Borough of Woodstown.
The Purchasing Agent is required to possess a valid Qualified Purchasing Agent certificate, as issued by the New Jersey Division of Local Government Services, Department of Community Affairs.

Pursuant to N.J.S.A. 40A:11-1 et seq. and N.J.A.C. 5:34-1.1 et seq.:
A.
The Purchasing Agent shall be responsible and accountable for the purchasing activity of the Borough of Woodstown; and
B.
The Purchasing Agent shall have the authority to prepare public advertising for bids and requests for proposals, and to receive bids and proposals for the provision or performance of goods or services permitted by law on behalf of the Borough of Woodstown; and
C.
The Purchasing Agent shall also award contracts pursuant to New Jersey law in accordance with the regulations, forms, and procedures promulgated by state regulatory agencies, and conduct any activities as may be necessary or appropriate to the purchasing function of the Borough of Woodstown; and
D.
Establish and develop purchasing manuals and records in accordance with laws, rules, regulations, standards, policies, and procedures; and
E.
Review requisitions for operating and maintenance of equipment, materials, and supplies; and
F.
Locate and investigate suitable and reputable sources of supply; and
G.
Review specifications; and
H.
Assist in the review of submitted bids for content, and/or make recommendations for the acceptance or rejection of such bids; and
I.
The Purchasing Agent may delegate any duties of the Purchasing Agent to another employee of the Borough of Woodstown, or to another person or entity that is not an employee of the Borough of Woodstown with the written authorization of the Mayor.

A.
Upon the designation of a Purchasing Agent pursuant to N.J.S.A. 40A:11-9, the Borough of Woodstown's bid threshold shall be established by annual resolution of Borough Council; and
B.
The Purchasing Agent may award contracts for the provision of goods or service permitted by law, the cost of which in the aggregate is greater than $17,500, but less than the Borough's adopted bid threshold; and
C.
All contracts that are in the aggregate less than 15% of the bid threshold may be awarded by the Purchasing Agent without soliciting competitive quotations.
