A. 
Primary elections shall not be held for the offices of mayor and councilmember.
B. 
There is reserved to the qualified electors of the town the powers of initiative and referendum, as prescribed by the state's constitution and statutes. Any qualifying initiative or referendum matter may be voted upon at the next ensuing primary or general election, or at a special election called by the council for such purpose.

A. 
All qualifying candidates for mayor and councilmember shall be placed on the general election ballot.
B. 
The general election shall be scheduled to conform to the provisions of ARS Sections 16-204 and 16-211.
C. 
The candidates equal in number to the seats to be filled for the office who receive the highest number of votes at the general election shall be declared elected to that office. If two or more candidates receive an equal number of votes cast for the same office, and a higher number than any other candidate, the candidate who shall be declared elected shall be determined by lot in the presence of the candidates.

A primary election, if required for matters other than mayor or councilmember elections, shall be held on the tenth Tuesday before the first Tuesday after the first Monday in November of even-numbered years.

A person is not eligible to be a candidate for nomination or election to more than one public office if the elections for those offices are held on the same day and if the person would be prohibited from serving in the offices simultaneously.

An elected official currently serving as a council member or mayor shall resign from their current office when seeking election to a different office unless serving their final year of office during the time of the election. A current office holder seeking re-election to the same office is not required to resign.
