The annual salaries and other terms of compensation for the following County elected officials are established and are to be effective on December 1st of each indicated year as follows:
(A) 
Elected officials.
(1) 
Sheriff.
(a) 
Effective December 1, 2022, the Monroe County Sheriff’s annual salary shall be set at no less than eighty percent (80%) of the Monroe County State’s Attorney’s salary as is set by the State of Illinois pursuant to Section 4-2001 of the Counties Code inclusive of any cost-of-living adjustments as authorized by the Compensation Review Board.
(b) 
In addition to the salary provided in paragraph (a), the Sheriff shall receive an annual stipend to be paid by the Illinois Department of Revenue out of the Personal Property Tax Replacement Fund in the amount of Six Thousand Five Hundred Dollars ($6,500.00) as required by Section 6-6003(d) of the Counties Code [55 ILCS 5/4-6003(d)].
(c) 
The Monroe County Sheriff may participate in, or opt out from, the employee benefits the County offers to its employees, including health and dental insurance, on the same terms as all other employees of Monroe County.

(B) 
In addition to salary, the County Clerk, County Treasurer and Supervisor of Assessments may participate in, or opt out from, the employee benefits the County offers to its employees, including health and dental insurance, on the same terms as all other employees of Monroe County.
(C) 
In addition to salary, the County Clerk and Treasurer is expected to receive an annual stipend to be paid by the Illinois Department of Revenue out of the Personal Property Tax Replacement Fund in the amount of Six Thousand Five Hundred Dollars ($6,500.00); and
(D) 
In addition to salary, the Supervisor of Assessments is expected to receive additional compensation of Five Hundred Dollars ($500.00) per Section 3-40 of the Property Tax Code, and Three Thousand Dollars ($3,000.00) per Section 4-20 of the Property Tax Code; and
(E) 
The CPI increase to be used for the annual salary adjustments effective on 12/1/2023, 12/1/2024, 12/2/2025, and 12/1/2026 are defined as: the average percentage price change in the consumer price index (CPI-U), prepared by the United States Bureau of Labor Statistic, in the calendar year prior to the effective date of the salary increase. If the average percentage price change in the CPI is negative, the salary shall be adjusted by 0%, and if the average percentage price change exceeds 5%, the salary increase shall be capped at 5%; and
(F) 
The CPI to be used for the annual adjustments effective on 12/1/2023, 12/1/2024, 12/2/2025, and 12/1/2026 are defined as: the CPI (as documented to Monroe County by the Illinois Department of Revenue in January of the relevant year to determine the maximum extension under the Property Tax Extension Limitation Law), except that if the CPI is negative, the salary shall be adjusted by 0%, and if the CPI exceeds 3%, the salary increase shall be capped at 2.99%.
