The Board, or its authorized representatives, is hereby authorized and directed to make such inspections as are necessary to determine satisfactory compliance with this Code and regulations promulgated hereunder. It shall be the duty of the operator of a Sanitary Landfill and/or Landfill Solid Waste Disposal Site or Land Reclamation Project to give the Board free access to the property at reasonable times for the purpose of making such inspections as are necessary to determine compliance with the requirements of this Code and the regulations promulgated hereunder.

Any person who fails to comply with the provisions of this Code or the regulations adopted pursuant thereto shall be deemed guilty of a violation of this Code and shall, upon conviction, be fined a sum not to exceed Five Hundred Dollars ($500.00). Each day that a violation continues to exist, after notice by the Board, shall constitute a separate offense.
