The commission on aging shall consist of seven members, who are not employees or members of the city council of the city. All members shall serve at the pleasure of the City Council and may be removed by the City Council at any time, with or without cause. The members of the commission shall be appointed by the mayor with the approval of the City Council. Members shall be, at the time of appointment and throughout their term of appointment, residents of the city and shall meet such other criteria, including age, that the City Council finds appropriate and establishes by resolution. The foregoing notwithstanding, the mayor may, at the mayor's option and with the approval of the City Council, appoint one member to the Commission who is not a resident of the City. Vacancies occurring for any reason prior to the expiration of a member's term shall be filled for the unexpired portion of that member's term in the manner prescribed above.
