The commission on aging shall consist of seven members, who are not employees or members of the city council of the city. All members shall serve at the pleasure of the City Council and may be removed by the City Council at any time, with or without cause. The members of the commission shall be appointed by the mayor with the approval of the City Council. Members shall be, at the time of appointment and throughout their term of appointment, residents of the city and shall meet such other criteria, including age, that the City Council finds appropriate and establishes by resolution. The foregoing notwithstanding, the mayor may, at the mayor's option and with the approval of the City Council, appoint one member to the Commission who is not a resident of the City. Vacancies occurring for any reason prior to the expiration of a member's term shall be filled for the unexpired portion of that member's term in the manner prescribed above.

Members shall be appointed to a term of two years from the date of appointment or reappointment. Initial appointments to the commission shall be made to provide for staggered terms. If, at the end of a member's term, a member has not been reappointed or replaced, the incumbent member may continue to serve until a replacement has been appointed.

The duties and functions of the commission shall be as follows:
A. 
To make recommendations to the City Council on matters pertaining to all aspects of issues related to seniors;
B. 
To assist in the planning, development and review of senior facilities, services, and programs, and in the improvement of these services and programs to meet the needs of the community;
C. 
To participate in the development of recommendations for City Council considerations regarding annual capital projects and programs pertinent to seniors, e.g., capital improvement projects, grants, and general fund programs;
D. 
To work with community services department staff to identify unmet senior needs and to propose strategies to met those needs;
E. 
To provide a forum for the public to express their views related to senior issues. To promote interest, cooperation, and support among public and private organizations and agencies and local residents for the city's senior center and programs, both recreational and social service. To create citizen advisory boards and committees which the commission deems necessary or appropriate to assist the commission in the performance of its powers, duties or functions;
F. 
To interpret and convey the city's policies and functions concerning programs for seniors, and to encourage city residents to participate and/or utilize senior programs, facilities and services;
G. 
To encourage cooperative programming between the city and other public and private organizations to enhance the efficiency and effectiveness of services provided by the community services department;
H. 
To advocate and promote programs and services designed to meet the needs of all city residents who are senior citizens, irrespective of race, creed, religion, color, age, gender or physical disability;
I. 
To perform such other powers and duties as the City Council may, by ordinance, resolution, or motion, confer upon the commission from time to time.

The commission shall meet monthly if commission business is pending. Pursuant to the Brown Act, the City Council shall establish, by resolution, the time and place of regular meetings of the commission. Special meetings may also be held pursuant to Section 54956 of the California Government Code. A majority of the appointed members shall constitute a quorum for the conduct of business. Action may be taken by a vote of the majority of the members present. Minutes of the meeting shall be maintained and shall be filed with the city clerk, the commission shall adopt, by majority vote, such other rules as it shall deem expedient for the conduct of its business, not contrary to other provisions and policies heretofore adopted by the City Council for the conduct of city commissions.

The commission shall elect such officers as it may deem necessary for the conduct of business, including, but not limited to, a chair and vice chair. Officers shall be elected annually following the appointment of new commission members by the city council and shall hold office for a term of one year, provided such officer remains a member of the commission. A member may be elected to serve consecutive terms of office as long as such member remains a member of the commission.

The commission may create, from time to time, subcommittees of its membership to assist in the performance of the powers, duties, or functions of the commission.

If a member of the commission fails to attend two consecutive regular meetings, such member shall automatically cease to be a member of the commission, and the vacancy created thereby shall be filled in the manner specified in Section 2.31.010; provided, however, that regularly scheduled vacations by commission members not exceeding six weeks and absences excused by the commission chair with prior notice to the chair or to the staff of the community services department shall not be deemed to be absences.

The members of the commission shall receive a stipend at a rate to be set by the City Council.
