A.
The city council declares that the license taxes hereinafter referred to as "community facility fee" to be paid under this chapter are assessed pursuant to Section 37101 of the Government Code of the state of California and the taxing power of the city and solely for the purpose of producing revenue. The continued development of dwelling units and commercial facilities in the city and the increased use of and need for public facilities has created a need for additional revenues to meet these needs. Major new facilities and expanded facilities will be necessary including public buildings (such as fire stations, police facilities, maintenance facilities and general offices) as well as bridges, traffic signalization and major roads (over forty feet curb to curb) to serve the increase in population and commercial establishments.
B.
From time to time as may be necessary, the city council may amend such rates and charges by resolution.
