The city council finds and declares that certain privately owned and maintained streets, off-street parking lots and facilities, as said parking lots and facilities are described in a resolution passed by the council, and amendments from time to time made thereto, located within the city, are generally held open for use of the public for purposes of vehicular traffic and parking. Upon the effective date of the ordinance codified in this chapter and pursuant to Sections
21107.5 and
21107.8 of the California Vehicle Code, all provisions of the Vehicle Code of the state and all sections of this chapter shall apply to such privately owned and maintained streets and Sections 22350, 23103, 23109 and Division
16.5 of the Vehicle Code of the state shall apply to off-street parking lots and facilities when the owner or operator, as required by the Vehicle Code, has caused to be posted in a conspicuous place at each entrance to such off-street parking lot or facility a notice not less than seventeen inches by twenty-two inches in size with lettering not less than one inch in height to the effect that such off-street parking lot or facility is subject to public traffic regulations and control.
