For statutory provisions on local authority to establish crosswalks, see Vehicle Code §21106; for provisions on local regulation of pedestrian crosswalk use, see Vehicle Code §21961.
The traffic engineer shall establish, and designate crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the street as follows:
A.
Crosswalks shall be established and maintained at all intersections within the central traffic district and at such intersections outside such district, and at other places within or outside such district where the traffic engineer determines that there is particular hazard to pedestrians crossing the roadway subject to the limitation contained in subsection B of this section.
B.
Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred twenty-five feet in length (property line to property line measurement). Elsewhere not more than one additional crosswalk shall be established in any one block and such crosswalk shall be located as nearly as practicable at midblock, providing that midblock crosswalks may be established in front of or on any side street of a school, if the traffic engineer has determined the necessity thereof for the safety of school children.
(Prior code § 13.64; Ord. 1246 § 1(part), 1985)
Whenever a pedestrian control signal showing the words "Walk" or "Wait" or "Don't Walk" or other approved symbol is in place, the signal shall indicate as follows:
A.
"Walk" or Approved "Walking Person" Symbol. A pedestrian facing the signal may proceed across the roadways in the direction of the signal, but shall yield the right-of-way to vehicles lawfully within the intersection at the time that signal is first shown.
B.
Flashing or Steady "Don't Walk" or "Wait" or Approved "Upraised Hand" Symbol. No pedestrian shall start to cross the roadway in the direction of the signal, but any pedestrian who has partially completed crossing shall proceed to a sidewalk or safety zone or otherwise leave the roadway while the "Wait" or "Don't Walk" or approved "Upraised Hand" Symbol is showing.
(Ord. 1246 § 1(part), 1985)
No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as to constitute an immediate hazard. No pedestrian shall unnecessarily stop or delay traffic while in a marked or unmarked crosswalk.
(Ord. 1246 § 1(part), 1985)
Between adjacent intersections controlled by traffic control signal devices or by police officers, pedestrians shall not cross the roadway at any place except in a crosswalk.
