The purpose of this chapter is:
A. 
To protect the health, safety and welfare of the residents of the City of Vacaville, including, but not limited to, the safety and aesthetics of the public rights-of-way, related to the placement, construction, installation, operation, maintenance and removal of small wireless facilities as defined herein and related infrastructure; and
B. 
To provide for uniform and comprehensive standards and procedures for small wireless facilities and related infrastructure placement, construction, installation, operation, maintenance and removal within the City of Vacaville territorial boundaries consistent with and to the extent permitted under federal and California state law.

A. 
The City Council may adopt a permit process, policies and procedures that govern the placement, construction, installation, operation, maintenance and removal of small wireless facilities and related infrastructure in the City of Vacaville. Such policies and procedures may be adopted, amended and/or repealed at any time by a resolution of the City Council.
B. 
The placement, construction, installation, operation, maintenance and removal of small wireless facilities and related infrastructure within the City of Vacaville shall be subject to and comply with the permit process, policies and procedures adopted by the City Council.

The Director of Public Works or his or her designee shall be responsible for the protection and regulation of small wireless facilities in the public rights-of-way and shall be responsible for administration and enforcement of the permit process, policies and procedures that govern small wireless facilities adopted pursuant to this chapter.
