Parcel maps shall be based either upon an accurate and complete survey of the land to be subdivided or demonstrate compliance from recorded or filed data when sufficient survey information exists on filed maps to locate and retrace the exterior boundary lines of the parcel map if the location of one of these boundary lines can be established from an existing monument line.
All monuments, property lines, street centerlines, alleys and easements adjoining or within the subdivision shall be tied to the survey. The map shall show the location and description of all monuments employed in making the survey of the subdivision.
The plans shall be accompanied by the information, data, reports and documents as required for final maps by Section 14.11.030.030, unless waived by the City Engineer if it can be demonstrated that any of the required information is not necessary.
The City Engineer shall review the parcel map and the subdivider's engineer or land surveyor shall make corrections until the map is acceptable to the City Engineer.
The subdivider's engineer or land surveyor shall submit the original tracing of the map, corrected to its final form, and signed by all parties required to execute the statements on the map, to the City Engineer.

The Director of Community Development shall approve the parcel map if it complies with the requirements of this division, and the approved tentative parcel map, and conditions of approval.

Upon approval of the parcel map, the City Engineer shall then release the parcel map to the subdivider's title company for recordation by the County Recorder.
