The council by ordinance may create a minor-violations bureau with authority to dispose of cases arising out of designated minor violations of ordinances, such as minor traffic and parking violations, when the accused waives his right to be heard in court, pleads guilty, and pays fines and costs.

The council by ordinance shall have the power to prescribe the punishment for violations of the charter and ordinances of the city. In addition the council may prescribe impoundment and forfeiture of property to the extent permitted by law. The council may provide for the suspension or revocation of a permit or license issued by the city when the permittee or licensee is convicted of violating any provision of law or ordinance relating to the privilege, action, business, profession, trade, other vocation or anything for which the permit or license was issued.

The mayor shall have power to pardon or to parole any person convicted of a violation of this charter or of any ordinance, and to commute sentences therefore. The council shall have power to regulate and to limit the power granted by this section.
