The city manager may appoint an assistant city manager who shall act for and exercise the powers of the city manager in his or her absence. The assistant city manager shall be an at-will employee of the city serving at the pleasure of the city manager and may be terminated by the city manager with or without cause, and with no right of appeal. After any city manager's employment has been terminated, his or her assistant city manager may serve at the pleasure of the city council until a new city manager is appointed, and may be terminated by the city council with or without cause and with no right of appeal.
