Playing of baseball, football, hockey, the use of skateboards and/or roller skates or the playing of any type of game on the public streets running northeast and southwest within the territorial limits of Long Beach Township is hereby prohibited.
A. 
Parking of motor vehicles; written permission.
(1) 
It shall be illegal to park any motor vehicle, motorcycle or conveyance of any kind on any property without the prior written permission of the property owner.
(2) 
The driver of any vehicle or conveyance, when leaving the same on private property shall place such written permission in a conspicuous place in such a manner that it may easily be read from the outside of the vehicle. In the event of any vehicle or conveyance being parked on private property in violation of this section, the Police Department is authorized to cause the vehicle to be towed away. The owner shall be obliged to pay the reasonable costs of towing in order to retrieve possession of the vehicle.
B. 
Trespassing by foot. It shall be illegal for any person to trespass upon any private property by foot without prior written permission of the owner. The written permission must be in the possession of the person or persons going upon any privately owned lands.

A. 
No person shall urinate, defecate or expectorate in any public or private place or within public view or in any other place open to and used by the public or outdoors upon any private property within the Township of Long Beach.
B. 
For the purposes of this section, as same pertains to urinating and defecating, there shall be a rebuttable presumption that this section was violated by a person who is in close proximity to what appears to the complainant or other witness to be fresh urine and feces in the area and such person is in the process of disrobing or dressing.

A. 
No person shall utter loud, offensive, profane or indecent language so as to be heard in any public street or public place or address within the township or make audible and offensive remarks to or concerning any passerby.
B. 
No person shall loiter or create a disturbance on any public street or on any public property.
C. 
No person shall disrobe, dress or undress anywhere in the Township, including but not limited to public streets or public property, unless inside a permanent enclosed structure.

D. 
No person shall make any gesture that is offensive, vulgar or indecent on any public street or place within the Township to, or concerning, any person, object or passerby.

A. 
The following definitions shall apply to this section.
GUARDIAN
A person, other than a parent, to whom legal custody of the juvenile has been given by court order or who is acting in the place of the parent or is responsible for the care and welfare of the juvenile.
JUVENILE
An individual who is under the age of 18 years.
PUBLIC PLACE
Any place to which the public has access, including but not limited to a public street, road, thoroughfare, sidewalk, bridge, alley, plaza, park, unimproved lots, recreation or shopping area, public transportation facility, vehicle used for public transportation, parking lot, or any other public building, structure, or area.
B. 
Except as otherwise provided herein, juveniles shall not be permitted on any beach after 9:00 p.m. and until 5:00 a.m. and in any public place after 10:00 p.m. and until 5:00 a.m. the following day.
(1) 
Juveniles 14 through 17 years of age may travel to and from a business or occupation which the laws authorize a juvenile to perform.
(2) 
All juveniles may engage in errands involving medical emergencies and cultural, educational, and social events sponsored by religious or community- based organizations during curfew hours.
(3) 
Juveniles are permitted outside on the beach and in any public areas during the prohibited times provided they are accompanied by their parent or legal guardian.
(4) 
Juveniles may remain outside past curfew to engage in interstate travel in any means of transportation through, either beginning, throughout, or terminating in the Township.
(5) 
Juveniles may remain outside past curfew on a sidewalk and/or another property such as but not limited to a next-door neighbor directly abutting or adjacent a place where the juvenile resides with a parent or legal guardian until the property owner or a member of the general public complains of the juvenile's presence during curfew hours to the local law enforcement department.
C. 
It shall be unlawful for any parent or legal guardian to knowingly allow an unaccompanied juvenile to violate the curfew regulations. A parent or legal guardian commits an offense if they knowingly permit, allow, and/or encourage, or by insufficient control of the juvenile allow, the juvenile to remain in or upon any public place, to remain in any motor vehicle operating or parked therein or thereon, and/or to remain in or upon the premises of any establishment during curfew hours.
D. 
Any adult who violates a provision of this section is guilty of a separate offense for each day, or part of a day, during which the violation is committed, continued, or permitted.
E. 
It shall be unlawful for a person who is the owner or driver of any motor vehicle to knowingly permit, allow, or encourage a violation of this section.
F. 
It shall be unlawful for the operator of any establishment, or for any person who is an employee thereof, to knowingly permit, allow, or encourage a juvenile to remain upon the premises of the establishment during curfew hours.
G. 
It shall be unlawful for any person, including any juvenile, to give a false name, address, or telephone number to any officer investigating a possible violation of this section.
H. 
Any juvenile violating this section shall be provided at least one curbside warning by a law enforcement officer and an opportunity for the juvenile to leave the public place, the motor vehicle operating or parked therein or thereon, and/or in or upon the premises of any establishment before the law enforcement officer issues a stationhouse adjustment to the juvenile. After the second curbside warning, or if the juvenile refuses to leave after a curbside warning, the juvenile shall be subject to having a stationhouse adjustment and the juvenile's parent, legal guardian, or caretaker called to develop an appropriate resolution.
(1) 
If a juvenile refuses to give a law enforcement officer his or her name and address, refuses to give the name and address of his or her parent(s), legal guardian(s), or caretaker(s), or if no parent, legal guardian, or caretaker can be located prior to the end of the applicable curfew hours, or if located, no parent, legal guardian, or caretaker appears to accept custody of the juvenile, the law enforcement officer shall be empowered to provide a stationhouse adjustment to the juvenile who shall be taken to a temporary care facility for a period not to exceed the remainder of the curfew hours to be dealt with in the manner and pursuant to such procedures as required by law so that the juvenile's parent, legal guardian, or caretaker may retrieve the juvenile.

A. 
A violation of §§ 135-1 through 135-5 of this chapter shall be punishable as provided in Chapter 1, General Provisions, Article III, General Penalty.
B. 
A violation of § 135-6 of this chapter shall be punishable as provided in N.J.S.A. 40:48-2.52 and as otherwise permitted in Chapter 1, General Provisions, Article III, General Penalty.
