(a) 
The city manager is authorized pursuant to Section 5-20 of the Charter to settle and compromise, or to deny, all claims against the city which are presented in the manner provided for in Section 5-20 of the Charter, provided such claims do not exceed $25,000.
(b) 
Notwithstanding the provisions of subsection (a) of this section, the utilities manager is authorized pursuant to Sections 5-20 and 8-1 of the Charter to settle and compromise, or to deny, all claims against the city involving Ketchikan public utilities which are presented in the manner provided for in Section 5-20 of the Charter, provided such claims do not exceed $25,000.
