The Superintendent is authorized to cause the removal of any trees and shrubs from any public area, or the roots of any trees and shrubs which extend into any public area when such trees and shrubs or the roots thereof are obstructing or are liable to obstruct any public sewer. Before making any such removal, the Superintendent shall give 10 days' notice in writing to the owner or occupant of the abutting property upon which such trees or shrubs are located, requiring such owner or occupant to remove the same, or such notice may be posted on the premises or on such trees or shrubs. If such owner or occupant fails to remove such trees or shrubs and roots within the time specified by such notice, the Superintendent is authorized to do so, and the cost thereof shall be charged to the owner or occupant, and upon giving written notice of the amount thereof to the owner or occupant or by posting such notice on such person's property, the cost thereof shall be immediately payable to the City by such owner or occupant.
