The Superintendent or his representatives, bearing proper credentials and identification, shall be permitted to enter the property at all reasonable times for the purpose of inspection, observation, measurements, samplings, testing of sewers and sewage waste and performing all other acts or duties required of him in accordance with the provisions of this chapter, and it is unlawful for any person to prevent or attempt to prevent any such entrance or obstruct or interfere with any such officer or employee while so engaged except that no building or structure shall be entered without approval by the owner.
