The operating permit fee for mobile home parks, recreational trailer parks and temporary trailer parks, in the incorporated area of the City shall be:
(1) 
Mobile home park or travel trailer park, $2.00 per year per trailer site or lot;
(2) 
Recreational trailer park (not to exceed six months), $1.00 per trailer site or lot;
(3) 
Temporary trailer park (not to exceed 11 days), $0.50 per trailer site or lot;
(4) 
Subject to a minimum fee of $20.00 for each permit.
