The city council finds and declares that there are privately owned and maintained roads within the city that are not generally held open for use of the public for purposes of vehicular traffic but by reason of their proximity to or connection with public roads and highways the interests of the residents residing along such roads and motoring public will best be served by application of the provisions of the Vehicle Code of the state of California to such roads.

The city council finds and declares that there are privately owned and maintained roads within the city that are generally held open for use of the public for purposes of vehicular traffic and which so connect with public roads and highways that the public cannot determine that such roads are not public highways and that such roads will best be served by application of the provisions of the Vehicle Code of the state of California to such roads.

The city council finds and declares those roads or portions of roads to which the Vehicle Code shall be applied by resolution in accordance with the provisions of Sections 10.30.010 and 10.30.020 and thereafter upon the posting of appropriate signs, all of the provisions of the Vehicle Code of the state of California shall apply to such roads.

The city shall establish rules and regulations concerning the application and enforcement of the Vehicle Code upon privately owned and maintained roads and the residents along such roads shall be required to comply with such rules and regulations and failure to comply shall be a basis for revocation of the findings and declaration of necessity.
