There is hereby established the Kingwood Township Department of Public Works. The Department of Public Works, subject to the control of the Township Committee or its official designee, shall take charge of and be responsible for the preservation, operation and maintenance of all public streets, roads, public buildings, vehicles, equipment and such other public facilities as may be assigned; the cutting and clearing of brush, mowing of grass, removal of snow; and any and all other duties as may be assigned.
The Township Committee, may, by resolution, make rules and regulations necessary for the proper regulation of the Department and these shall be known as the "Rules and Regulations Governing the Department of Public Works" and shall be binding on each employee of the Department.
A. 
Appointment. A person appointed as the Kingwood Township Superintendent of Public Works by the Township Committee shall serve for a term of one year from the date of appointment and until a successor is appointed and qualified.
B. 
Qualifications. The Superintendent of Public Works shall:
(1) 
Possess a High School Diploma or a GED equivalent;
(2) 
Possess six years of previous public work experience, or any equivalent combination of education and experience;
(3) 
Possess a valid New Jersey Driver's License with a Commercial Driver's License (CDL) endorsement;
(4) 
Be certified by the State of New Jersey as a Certified Public Works Manager and have other such certificates, licenses, and permits as required by state law and regulations, as well as the relevant municipal ordinances;
(a) 
If no Public Works Manager Certification is held by the applicant, such certification must be obtained within 24 months from the date of the appointment.
(5) 
Be skillful in operating the tools and equipment necessary for the performance of the duties of Superintendent of Public Works.
C. 
Duties. Superintendent of Public Works shall:
(1) 
Supervise and administer the activities of the Township Public Works Department.
(2) 
Supervise all Public Works Department personnel.
(3) 
Operate and maintain all Public Works Department equipment.
(4) 
Prepare a priority list of road repairs and address such repairs in a timely fashion.
(5) 
Coordinate the work of the Public Works Department personnel.
(6) 
Be responsible for the acquisition of the necessary supplies and/or equipment.
(7) 
Prepare an annual budget.
(8) 
Be responsible for snow removal.
(9) 
Maintain roads, parks and all public property in the Township.
(10) 
Supervise the care and maintenance of public buildings and public places.
(11) 
Direct the Township recycling program as its primary supervisor with the assistance of a recycling coordinator who shall report to the Municipal Superintendent of Public Works.
(12) 
Perform such other duties as from time to time directed.
D. 
Salary. The annual salary of the Superintendent of Public Works shall be as provided in the Annual Salary Ordinance adopted by the Township Committee.
E. 
Tenure. Pursuant to N.J.S.A. 40A:9-154.6, a person holding the office of Superintendent of Public Works, full time, and who has held such office full time continuously for five years or more, shall be granted tenure and registered with the State of New Jersey Department of Community Affairs and shall continue to hold such office, notwithstanding its fixed term, during good behavior and efficiency and shall not be removed therefrom for political or other reasons except for good cause, upon written charges filed with the Municipal Clerk and after a public, fair and impartial hearing. A person holding such tenure of office may be retired by the governing body when attaining 70 years of age.
