The fee for a construction permit shall be the sum of the subcode fees as follows and shall be paid before the permit is issued.
A. The building subcode fees shall be as follows (minimum subcode fee shall be $80):
(1) The new construction fee shall be in the amount of $0.038 per cubic foot of buildings and structures for all uses, groups and types of construction as classified and defined in the building subcode. The fee shall be $0.021 per cubic foot of volume of groups A-1, A-2, A-3, A-4, A-5, F-1, F-2, S-1 and S-2. For the purposes of calculating the volume to determine the fee for large, open volume, single story spaces in buildings, such as barns, silos, greenhouses, warehouses, distribution centers, and other agricultural and storage-use occupancies. The height shall be limited to 20 feet notwithstanding the fact that the actual height of the spaces may be greater than 20 feet.
(2) For renovations, alterations, reconstructions, and repairs or site construction associated with pre-engineered systems of commercial farm buildings, premanufactured construction and the external utility connections for premanufactured construction shall be based upon the estimated cost of work. The fee shall be in the amount of $34 per $1,000 for the first $50,000, prorated. From $50,000 to and including $100,000, the fee on the amount exceeding $50,000 shall be in the amount of $26 per $1,000 of the estimated costs, prorated. For the purpose of determining estimated costs, the applicant shall submit to the Building Department such cost data as may be available, produced by the architect or engineer of record, or by recognized estimating firm, or by the contractor. N.J.A.C. 5:23-4.20 contractor bid, if available, shall be submitted. The Building Department shall make the final decision regarding the estimated cost of construction.
(3) Fees for additions: the fee shall be computed on the same basis as for new construction per Subsection
A(1) above for the added portion.
(4) Fees for combinations of renovations and additions: the sum of the fees shall be computed separately as renovations and additions as per Subsection
A(2) above.
(5) For pre-manufactured buildings, the fee shall be calculated as per Subsection
A(2) above for all of the work performed on site. (Site work shall include but not be limited to footings, foundations, decks, and porches.)
(6) The fee for roofing or siding work on a one- or two-family dwelling shall be $80. The roofing and siding fees for other use groups shall be calculated as per Subsection
A(2) above.
(7) The fee for a permit for lead hazard abatement work shall be $100. The fee for a lead abatement clearance certificate shall be $75. These permits shall be issued to a licensed abatement contractor.
(8) The fee for a permit for an asbestos abatement clearance certificate shall be $75.
(9) The fee for an above-ground swimming pool shall be $140 for a pool with a surface area greater than 550 square feet; the fee in all other cases shall be $70. The fee for an in-ground swimming pool shall be $210 for a pool with a surface area greater than 550 square feet; the fee in all other cases shall be $106.
(10) The fee for a demolition permit shall be $100 for one- or two-family dwellings and $300 for all other use groups.
(11) The fee for a permit for the relocation of a building or structure from one lot to another or to a new location on the same lot shall be $15 per $1,000 of the sum of the estimated costs for moving, for new foundations and for placement in a completed condition in the new location.
(12) The fee for a permit to construct a sign shall be $2.50 per square foot of the surface area of the sign. In the case of double-faced signs, the area of the surface of only one side of the sign shall be used for purposes of the fee computation. The minimum fee shall be $95.
(13) The fee for fences greater than six feet in height or installed to provide a pool enclosure shall be $90.
(14) The fee for tents and other temporary structures not covered by the New Jersey Uniform Fire Code shall be a flat fee of $150 per structure.
(15) The fee for retaining walls shall be as follows:
(a) Retaining walls with a surface area less than or equal to 500 square feet and associated with a one-family or two-family dwelling shall be a flat fee of $106.
(b) Retaining walls with a surface area greater than 500 square feet and associated with a one-family or two-family dwelling shall be a flat fee of $210.
(c) The fee for retaining walls associated with all other use groups shall be based upon the cost of construction and calculated as per Subsection
A(2) above.
(16) The fee for radon shall be $100.
B. Plumbing subcode fees (minimum subcode fee shall be $80).
(1) The fee shall be in the amount of $20 per fixture (one- and two-family homes), $40 per fixture all other use groups. This fee is for pieces of equipment, or appliances connected to the plumbing system, and for each appliance connected to the gas piping or oil piping system, except as indicated:
(a) Water service, $100 residential; water service commercial, $150.
(b) Sewer connection: $100 residential, $150 commercial.
(c) Air-conditioner unit: $75.
(h) Change of contractor fee: $80.
(j) Cut and cap of sewer and water: $95.
(k) Drain and fill septic systems: $95.
(2) The fee for the installation of a mini split system shall be $90 for each condenser unit and one evaporator coil. The fee for each additional evaporator coil shall be $27.
(3) The fee for the installation of medical gas shall be $110 per system plus $27 for each station, outlet, or alarm box.
(4) The fee for installation of duct work for use groups R-3 and R-5 shall be $60.
(5) The fee shall be $185 for the installation of industrial and commercial air-conditioning and refrigeration.
(6) The fee for annual certification of cross-connections and backflow preventors that are subject to annual testing and reinspection shall be a flat fee of $25 per device.
(7) The fee shall be $90 for the installation of a boiler (hot water or steam) or furnace up to 250,000 BTUs.
(8) The fee shall be $390 for the installation of a boiler (hot water or steam) or furnace 250,001 BTUs.
C. Electrical subcode fees (minimum subcode fee shall be $80).
(1) For the first block of one to 25 receptacles, fixtures or devices, the fee shall be $80. For each additional block consisting of up to 25 receptacles, fixtures or devices, the fee shall be $35. For the purpose of computing this fee, receptacles, fixtures or devices shall include wall switches, convenience receptacles, light fixtures, exit signs, emergency lights, smoke detectors, CO detectors, heat detectors, communications points, CATV, intercoms, alarm devices, glass-breaks, motion sensors, keypads, light standards eight feet or less in height including luminaries, thermostats, energy management points sensors, dimmers or similar electric fixtures and devices rated 20 amperes or less including motors or equipment rated less than one horsepower (hp) or one kilowatt (kw).
(2) For light standards above 8'0" in height, the fee shall be $25 per fixture.
(3) For each service equipment, panelboard, switchboard, load center, overhead service entrance conductor, motor starter, motor control center, automatic transfer switch, disconnecting means, and future electric, such as circuits installed for future use or intermittent needs (all bonding and grounding for the above items are included), the fee shall be the following:
(a) Up to and including 200 amps: $115.
(b) Up to and including 400 amps: $210.
(c) Up to and including 800 amps: $510.
(d) Up to and including 1,200 amps: $775.
(e) For each additional 400 amps or portion thereof above 1,200 amps: $210.
(4) For each motor or electrical device rated in horsepower (hp), the fee shall be:
(a) From one hp up to and including 10 hp: $30.
(b) Greater than 10 hp up to and including 50 hp: $90.
(c) Greater than 50 hp up to and including 100 hp: $170.
(d) Greater than 100 hp up to and including 200 hp: $300.
(e) For each additional 100 hp or portion thereof above 200 hp: $50.
(5) For each generator, transfer, battery system, and all other items measured in kW not specified in this fee schedule, the fee shall be:
(a) From one kW up to and including 10 kW: $30.
(b) Greater than 10 kW up to and including 45 kW: $90.
(c) Greater than 45 kW up to and including 112.5 kW: $170.
(d) Greater than 112.5 kW up to and including 150 kW: $300.
(e) For each additional 50 kW or portion thereof above 150 kW: $50.
(6) For all lightning protection, lightning arrester systems, other than service electrode, the fee shall be $18 for each point, lightning rod arrester, surge protector.
(7) For each piece or unit of equipment used for air conditioning, refrigeration, measured in tonnage, the fee shall be:
(a) For the first three tons or fraction thereof: $39.
(b) For each additional ton or fraction thereof above three tons: $18.
(8) For the installation or replacement of each furnace or boiler, the fee shall be:
(a) Individual dwelling units: $60.
(b) All other use groups: $95.
(9) For each electric range, electric dryer, dishwasher, electric cook top, double oven, garbage disposal, and electric water heater, the fee shall be:
(a) Individual dwelling units: $40.
(b) All other use groups: $75.
(10) For each swimming pool, spa, hydro massage tub, hot tub or sauna (fee includes one GFCI, one timer, up to two underwater lights (UV), bonding and trenches up to 150 lineal feet), the fee shall be:
(a) Above-ground swimming pool for group R-5: $115.
(b) In-ground swimming pool for group R-5: $155.
(c) Swimming pool for all other use groups: $235.
(d) Spa, hydro massage tub, hot tub, sauna: $55.
(e) Annual commercial pool inspection: $250.
(f) For each additional UW light, add: $8.
(g) Trenches over 150 feet, for each 150 lineal feet, add $60.
(11) For one- and two-family dwellings, the fee shall be $95, which includes the first block of 25 devices connected to the system. For each additional block of 25 devices connected to the system, the fee shall be $35. In other than one-and two-family dwellings, for each burglar alarm panel, fire alarm panel, intercom panel, audio video head-end panel, energy management control panel, communications closet, and automated card access panels, the fee shall be $60 per panel. The fee for devices connected to the system shall be in accordance with Subsection
C(1).
(12) For each trench of 150 lineal feet for primary power, secondary power, and communications, the fee shall be $60.
(a) Trenches over 150 feet, for each 150 lineal feet, add $60.
(13) For each solar photovoltaic system and other alternative energy systems, the fee shall be:
(a) For the first 10 kW: $210.
(b) For each additional 20 kW, add $85.
(14) For each hardwired sign, the fee shall be $75.
(15) For each satellite dish, the fee shall be $60.
(16) For each electric vehicle car charging system, the fee shall be:
(a) For use groups R-3 and R-5: $90.
(b) For all other use groups: $125.
(17) For marina dock power, boatyard, residential dock power, or similar applications. For each power pedestal, power distribution center, single-phase or three-phase up to 50 amps with any devices combination of 15-amp, 20-amp, 30-amp, or 50-amp and having voltage of 120-volt, 208-volt, or 240-volt, the fee for each pedestal shall be:
(a) 1 to 10 pedestals: $40 each.
(b) 11 to 20 pedestals: $35 each.
(c) 21 to 30 pedestals: $30 each.
(d) 31 to 40 pedestals: $25 each.
(e) 41 to 50 pedestals: $20 each.
(f) 51 to 100 pedestals: $15 each.
D. Fire protection subcode fees (minimum subcode fee shall be $80).
(1) For fire protection and hazardous equipment, sprinklers, standpipes, detectors (smoke and heat), pre-engineered suppression systems, gas and oil-fired appliances not connected to the plumbing system, kitchen exhaust systems, incinerators and crematoriums, fireplaces and flues, the fee shall be as follows:
(a) The installation, relocation, or alteration of sprinkler heads and single or multiple station smoke or heat detectors not connected to a fire alarm panel: in computing fees for heads and detectors, the number of each shall be counted separately and two fees, one for heads and one for detectors, shall be charged.
[1] The fee for 20 or fewer sprinkler heads or detectors shall be $110.
[2] The fee for 21 to and including 100 sprinkler heads or detectors shall be $210.
[3] The fee for 101 to and including 200 sprinkler heads or detectors shall be $420.
[4] The fee for 201 to and including 400 sprinkler heads or detectors shall be $815.
[5] The fee for 401 to and including 1,000 sprinkler heads or detectors shall be $1,240.
[6] The fee for over 1,000 sprinkler heads or detectors shall be $1,630.
(b) The fee for installation of a fire alarm panel shall be $95. The fee for each smoke detector, pull station, horn, strobe, enunciator, tamper switch, flow switch, and any other device connected to the fire alarm panel shall be in accordance with §
147-3C(4)(a).
(c) The fee for each standpipe shall be $325.
(d) The fee for each independent pre-engineered system shall be $170.
(e) The fee for each gas or oil-fired appliance which is not connected to the plumbing system shall be $95.
(f) The fee for each commercial kitchen exhaust shall be $115.
(g) The fee for each gas fireplace shall be $95. The fee for each solid fuel burning fireplace shall be $115.
(h) The fee for each flue attached to a gas or oil-fired appliance shall be $95.
(i) The fee for an installation of a residential fuel tank shall be $95.
(j) The fee for the removal or abandonment of a fuel storage tank shall be:
[1] Under 2,000 gallons: $95.
[2] 2,000 gallons and above: $135.
(k) The fee for each incinerator shall be $570.
(l) The fee for each crematorium shall be $570.
(m) The fee for fire suppression system underground piping up to the building shall be $125 per every 150 linear feet.
(n) The fee for inspection of a gasoline vapor/product line shall be $95.
(o) The fee for the installation of a smoke control system shall be $340.
(p) The fee for the installation of a solar system shall be $95.
(q) The fee for fire pump shall be $500.
(r) The fee for repeater systems (ERRCS) shall be $500.
(s) The fee for CO detection systems in a parking garage shall be $500.
(t) The fee for a dry valve pipe shall be $100.
(u) The fee for pre-action valve shall be $100.
(v) The fee for fire alarm panels other than one- and two-family private systems shall be $150.
(w) The fee for pre-engineered system shall be the fee as described in §
147-3D(1)(a).
(x) The installation, relocation, alteration or replacement of any item requiring a fire protection subcode permit not included in Subsection
D(1) shall be per item as stated in §
147-3C(4)(a).
(y) The fees for something not covered under this section shall be a minimum fee of $80.
E. Elevator safety subcode fees.
(1) The City of Long Branch shall use the State of New Jersey, Department of Community Affairs, Division of Codes and Standards, Elevator Safety Unit to enforce the elevator safety subcode.
(2) The fees for elevator device inspections and tests shall be as set forth in N.J.A.C. 5:23-12.
F. Miscellaneous construction code fees.
(1) The fee for a change in contractor shall be $80 when no additional work is undertaken by the new contractor.
(2) Minimum fees and fees not covered. A minimum fee of $80 shall be charged for each subcode permit; in addition, state fees (N.J.A.C. 5:23-4.20) shall be used for any fee not addressed by municipal ordinance.
G. Certificates of occupancy fees.
(1) The fee for a certificate of occupancy shall be 12% of all construction permit and permit update fees. The minimum fee shall be $60.
(2) The fee for a certificate of occupancy granted to a change of use group shall be $300.
(3) The fee for a temporary certificate of occupancy shall be $30.
(4) The fee for a continued certificate of occupancy shall be $300.
(5) The fee for an application for a variation in accordance with N.J.A.C. 5:23-2.10 shall be:
(a) Class 1 structures: $821.
(b) Class II and Class III structures: $168.
(c) The fee for resubmission of an application shall be: Class I structures: $321; and Class II and Class III structures: $91.
(6) The fee for a permit for lead hazard abatement work shall be $196. The fee for a lead abatement clearance certificate shall be $75. These permits shall be issued to a licensed abatement contractor.
(7) Plan review fees. The fee for plan review shall be 20% of the amount to be charged for the construction permit and shall be paid before the plans are reviewed. The amount paid for this fee shall be credited toward the amount of the fee to be charged for the construction permit.
H. Mechanical subcode fees: fixtures and equipment (minimum fee shall be $80).
(1) For one- and two-family homes: the fee shall be in the amount of $20 per fixture. For all other use groups: $40 per fixture. This fee is for pieces of equipment, or appliances connected to the plumbing system, and for each appliance connected to the gas piping or oil piping system except as indicated:
(a) Air-conditioner unit: $75.
(e) Change of contractor fee: $80.
(f) Mini split: $90 (condenser and one evaporator coil): each additional evaporator coil shall be $27.
(g) Ductwork in existing dwelling: $60.
(h) Boiler and furnace up to 250,000 BTUs: $90 Boiler and furnace above 250,000 BTUs: $390.
I. Electronic permit (E-permit).
(1) In order to support the maintenance and software licensing fees associated with an electronic permitting system, an electronic permit submission surcharge shall be collected as applicable under N.J.A.C. 5:23-4.22 and based upon the value of new construction under the permit. This fee shall be in the amount of $1 per $1,000 of value of construction. The minimum permit surcharge fee shall be $2.
