To encourage the development of multiple-family residential structures at varying densities consistent with the infrastructure, services, access, and facilities which are available at a particular location. In addition, factors such as adjacent land uses, environmental conditions, proximity to shopping and parks and measurable community benefits shall also be specifically evaluated in determining the suitable project density for permitted and conditional uses.
B.
Low-intensity nonresidential land uses may be allowed in the R-3 Zoning District as a conditional use, provided the use can meet the same performance and impact standards as multiple-family residential development.
