A. 
To provide for a diversified commercial environment which generates and generally relies upon high levels of vehicle traffic as found along major thoroughfares. This classification provides for strip commercial development with businesses and uses fronting directly onto a street or highway.
B. 
Businesses in the General Commercial District are designed with adequate access and parking so as to not impede traffic flow along the main streets and highways. Visitor-serving uses and uses that are not entirely enclosed in a building are allowed but all uses must be physically compatible with neighboring uses.

The following uses, and uses determined to be similar, shall generally be permitted in the General and Service Commercial (C-2) Zoning District when conducted within a building, with the exception of vehicle sales and rental lots:
Appliance, carpet, fabric, furniture, and flooring sales.
Art, craft and music stores.
Auto parts and accessories, sales and service.
Automobile, boat, recreational vehicle and truck sales and related service, new and used.
Bakery, donut, and ice cream shops.
Banks and financial institutions.
Barbershops, beauty shops and similar personal services.
Bars, taverns, nightclubs, and cocktail lounges.
Bicycle sales and service.
Book, card, and stationery stores.
Bowling alleys and skating rinks.
Business and professional offices.
Camera shops.
Car and truck rentals.
Card, pool and billiard rooms and arcades.
Clothing and apparel stores.
Convenience food stores and markets, without a gasoline filling station.
Delicatessens.
Drugstores.
Dry cleaners and laundries.
Electronic or mechanical game centers.
Equipment and party rental, indoor only.
Florist shops.
Gift and novelty stores.
Glass, hardware, paint, plumbing, wallpaper, heating, and electrical stores.
Hotels and motels.
Jewelry, watch, and clock sales and related servicing.
Laundromats, self-service.
Liquor stores.
Medical and dental offices and clinics.
Motorcycle sales and related service, new and used.
Music and dance studios and schools.
Newspaper and magazine sales.
Optical goods sales and service.
Parking garages.
Pet stores and supplies.
Photography studios.
Physical fitness studios, health clubs and spas.
Pizza bakeries.
Print shops.
Private clubs, lodge halls and meeting facilities.
Public and semi-public offices and institutions.
Public and semi-public utility uses, except corporation, service, or similar yards.
Residential uses above the ground floor.
Restaurants, including fast food restaurants and those with drive-through service.
Secondhand shops.
Shoe stores and shoe repair shops.
Single-room occupancy.
Sporting goods stores.
Stereo, television and car phone sales and installation.
Supermarkets and specialty food stores.
Television, radio, electronics and appliance repair.
Travel agencies.
Variety and department stores.
Veterinary offices and animal hospitals.
Video rentals.
Warehousing.
Wholesale operations, primarily serving the local community.
All commercial, public and quasi-public uses in the C-1 District.

The following accessory buildings and uses shall be permitted in the General Commercial (C-2) Zoning District subject to administrative approval:
A. 
Accessory uses and buildings customarily appurtenant to a permitted or conditional use, such as incidental storage facilities.
B. 
Signs which pertain only to a permitted or an approved conditional use located on the premises.
C. 
Temporary buildings and uses as provided in Chapter 5.22 NCC.

Any principal permitted use which is not conducted entirely within a building, with the exception of vehicle sales and rentals, shall be required to obtain a conditional use permit. In addition, the following uses, and uses determined to be similar, may be permitted in the General Commercial (C-2) Zoning District subject to approval of a conditional use permit:
Auto repair, auto body shop and/or auto paint shop, but not including heavy truck repair or servicing.
Car washes, automatic and self-service.
Convenience food stores and markets, with gasoline filling stations.
Equipment or party rental, with outdoor storage.
Food processing and similar types of processing where processing and storage areas are contained within an enclosed/screened area or within a building.
Gasoline filling stations, with or without auto service.
Mini-storage facilities.
Off-street parking lots, when not serving a use located on the site.
Outdoor sales and storage establishments.
Residential and other uses, as listed in, and in accordance with, the standards of the Multiple-Family Residential (R-3) Zoning District.
Supportive housing.
Transitional housing.

The following standards shall apply to all land uses, development and subdivisions in the General Commercial (C-2) Zoning District:
A. 
Minimum lot area: 2,500 square feet.
B. 
Minimum lot width: 25 feet.
C. 
Minimum front yard setback: None required unless adjacent to a residential zoning district or alley. In such instances, a 10-foot front yard setback is required.
D. 
Minimum rear yard setback: None required unless adjacent to a residential zoning district or alley. In such instances, a 10-foot rear yard setback is required.
E. 
Minimum side yard setbacks: None required unless adjacent to a residential zoning district. In such instances, the minimum side yard setback shall be 10 feet.
F. 
Maximum Floor Area Ratio (FAR). The floor area ratio shall not exceed 0.40.
G. 
Minimum landscaped area: Five percent of the total lot area.
H. 
Maximum building height: 35 feet.
I. 
Physical Compatibility. Adequate buffers and/or screening shall be provided for all uses where necessary to ensure physical compatibility with neighboring uses and/or zoning districts.
J. 
Architectural and Site Plan Review. Where new construction is proposed, architectural and site plan review shall be required prior to issuance of a building permit and a finding made that the development is consistent with the Highway 33 Specific Plan, where applicable.
K. 
Other Applicable Provisions. Other provisions of this title as applicable such as off-street parking and loading, signs, landscaping and screening, trash enclosures, etc.
