The P-Q Zoning District regulations are included to achieve the following purposes:
A.
To accommodate the wide range of public, institutional, and auxiliary uses which are established in response to the health, safety, cultural, and welfare needs of the citizens of the City;
B.
To organize the assemblage of specific nonprofit and profit public facilities into efficient, functionally compatible, and attractively planned administrative centers in conformance with the General Plan;
C.
To establish site plan approval for uses thereby ensuring compatibility with adjacent more restrictive districts;
D.
To set aside and protect community "open space" areas throughout the City in furtherance of the City's General Plan Open Space Element.
