The completed permit application and environmental checklist shall be filed with the Planning Director or his/her designee prior to the commencement of the activity. These documents shall include an address where the applicant will receive notices and correspondence. Record of these documents shall be maintained by the Planning Director, along with any technical documents generated in the course of environmental review.
If the activity requiring a permit is a tribal activity or project, the tribal department, agency, or official proposing the action shall complete any required application for environmental review.
