It is unlawful for any person to intentionally kill or attempt to kill any animal within the city limits of the city, except as otherwise permitted in this chapter.

The provisions of this chapter shall not apply to the following persons:
Those persons licensed by the state of Washington as butchers as slaughterers when such killing is done in accordance with the applicable laws of the state of Washington and the ordinances of the city;
The killing of snakes, mice, rats and other such vermin when such is done for the safety or health of such person.

Any violation of this chapter shall be a misdemeanor and upon conviction thereof shall be punished by imprisonment for a period of time not to exceed ninety days or a fine in an amount not to exceed one thousand dollars or both such imprisonment and fine.
