It is unlawful to leave any horse or horses, team or teams of horses, whether or not the same be fastened or hitched to any machine or vehicle, upon the streets of Prosser, or upon the Northern Pacific right-of-way within the limits of the city, unless said team or teams, horse or horses shall be directly within the custody or under the control of the driver, or some other person competent to control the same, or unless such horse or horses, team or teams are securely fastened by being tied to a weight of fifteen pounds or more, or by being tied to a substantial post or structure.

It is unlawful for any person or persons to hitch or tie, cause to be hitched or tied, any horse or other animal to any tree growing upon any public street, park, or other public place in the city.
