The following definitions shall apply to this chapter:
"Animals"
means all living animals.
"Outside part of vehicle"
means fender, hood, running board, exposed bed or other such outside part of any vehicle.
"Restraint"
means suitable leash, harness, cage or enclosure capable of controlling the movement of the particular animal on whom it is employed.
"Vehicle"
means any device capable of being moved upon a public highway and in, upon, or by which any persons or property is or may be transported or drawn upon a public highway.

It is unlawful for any person to transport any animal on the outside part of a vehicle unless proper restraint be provided and attached to the animal to prevent the animal from coming in contact with any person lawfully in the vicinity of or coming in contact with the vehicle.

Any violation of this chapter is a misdemeanor and upon conviction shall be punished by a fine not to exceed one thousand dollars or ninety days in jail, or both such fine and imprisonment.
