Notwithstanding the repeal of Ordinances 531 and 836 by Ordinance 878, the owner of any mobile home or trailer who held a current permit on October 9, 1973, under Ordinance 531, as amended by Ordinance 836, or surviving spouse of such owner, may continue to have the mobile home or trailer, or any equal or better replacement thereof, together with improvements and additions or betterments thereto, remain situated upon the parcel of property upon which it was then situated, and to occupy the same as a single family dwelling, as authorized by Ordinance 531, as amended by Ordinance 836, only until such owner, or the surviving spouse of such owner, no longer maintains such mobile home or trailer as a permanent residence upon such parcel of property, or removes the mobile home or trailer from such parcel of land, or mobilizes the same so that it could be removed or the location thereof changed; and shall comply with all other laws, ordinances, and regulations relating thereto.
