The owner of any property within the city is required to, and shall remove or destroy all trees, plants, shrubs or vegetation, or parts thereof, growing, or which has grown and died, upon property owned or occupied by them, or upon the street right-of-way or parking strip abutting such property, overhangs any sidewalk or street, or which grows thereon in such manner as to obstruct or impair the free and full use of the sidewalk or street by the public, or which are a fire hazard, or which may or does clog any sewer pipeline; and to remove and destroy all debris.
