Chronic nuisance properties present health, safety, and welfare concerns and interfere with the ownership, use, and possession of property within the city of Prosser. Chronic nuisance properties have a tremendous negative impact upon the quality of life, safety, and health of the neighborhoods where they are located. These properties are also a financial burden to the city of Prosser because of the nuisance activities occurring on the property. This chapter is a means to ameliorate those conditions and hold accountable those persons responsible for such property.
