For statutory authority for cities and towns to regulate the names and numbers of subdivisions, streets, lots and blocks, see RCW 58.17.280.
There shall be a uniform system of numbering all houses, streets and other buildings, except sheds and outbuildings, erected or to be erected within the city limits, by placing on the door or door frame of the main entrance to the building, or as near thereto as practicable, the number assigned thereto as hereinafter provided. Such numbers shall be painted on the building, or on wood, metal or glass, or a wooden or metallic figure may be used, at the option of the owner, and so placed and of a contrasting color to the building as to be readily seen from the street. The figures designating the numbers, whether painted or otherwise, shall be not less than two and one-half inches in width and three inches in height. The designating figures for all commercial buildings and commercial establishments shall not be less than two and one-half inches in width and four inches in height.

All numbering shall be in accordance with the following:
A. 
The basis of each number shall be a street frontage of twenty-five feet, and each such twenty-five feet of frontage shall bear its number in consecutive order.
B. 
All numbering of houses and buildings shall be in accordance with a map to be known and designated as the street numbering map, which same has been examined and approved by the city council and is by reference made a part hereof, and shall be kept on file in the office of the city clerk.
C. 
All odd numbers shall be on the west and southwesterly side of the streets and avenues and all even numbers shall be on the easterly and northeasterly side of all streets and avenues, running south and southeasterly, and all odd numbers shall be on the south and southeasterly side and all even numbers on the north and northwesterly side of all streets and avenues running east and northeasterly.

All houses and buildings now erected shall be numbered in accordance with the provisions hereof on or before ninety days subsequent to September 11, 1945, and all houses and buildings erected hereafter shall be numbered in accordance herewith before being occupied.

The owner of any house or building required by this chapter to be numbered, who fails, refuses or neglects to comply with the provisions hereof, shall upon conviction thereof be guilty of a misdemeanor, and upon such conviction shall be punishable as set forth in Section 1.28.010 of this code.
