It is the intent of this chapter to set forth the terms and conditions under which single-family homes or duplexes may be sited, constructed, or remodeled, and to ensure that manufactured homes as defined herein may be sited in any zone where single-family homes are permitted. These regulations apply to all zones where single-family homes are permitted. It is further the intent of this chapter to set forth minimum design standards for both accessory structures and fences located in R zones. This chapter shall not apply to placement of manufactured homes or mobile homes in manufactured or mobile home parks.

The mayor or his designee shall have the authority to establish policies and procedures to implement this chapter. The application for design review in this chapter shall be processed as a Type I procedure in accordance with Title 19.

A. 
"Manufactured home"
means a single-family home which:
1. 
Is comprised of at least two fully enclosed parallel sections each of not less than twelve feet wide by thirty-six feet long;
2. 
Was originally constructed with and now has a composition or wood shake or shingle, coated metal, or similar roof of not less than three to twelve pitch; and
3. 
Has exterior siding similar in appearance to siding materials commonly used on site-built single-family homes built according to the International Building Code.
B. 
"Mobile home"
means a transportable, factory-built home designed and intended to be used as a year-round dwelling, and built prior to the enactment of the Federal Manufactured Housing and Safety Standards Act of 1974. Mobile homes are no longer built, and their placement in this community is prohibited.
C. 
"R zone"
means the following city zoning districts: residential rural district (RR), residential medium density district (RM), residential low density district (RL), residential manufactured home subdivision district (RMS), urban residential district (UR) and steep slope residential district (SSR).
D. 
"Single-family home" or "single-family dwelling" or "dwelling"
means any dwelling designed and intended for use by one family. A single-family dwelling may be site-built or manufactured. A single-family home includes a duplex constructed in any R zone.
E. 
"Site-built home"
means a dwelling that is constructed on the site where it will be used.

The following standards apply to the siting or construction of all single-family homes, whether site-built homes or manufactured homes. Where any conflict arises between these regulations and the adopted building code, the stricter standard shall apply.
A. 
Building Orientation. All dwellings shall be oriented on the lot so that the front door faces the street to which it is addressed. The following front door locations are approved:
B. 
Foundation. All dwellings shall be placed on permanent foundations.
C. 
Minimum Width. A dwelling shall not be less than twenty-four feet in width at the narrowest point of its first story.
D. 
Age of Dwelling (For Manufactured Homes Only). No manufactured home more than three years old on the date of installation shall be permitted on any lot.

A. 
Siding Materials. Dwellings shall be sided with wood, or with a material designed and intended to resemble a finished wood product. Stucco, brick and stone are also permitted. Metal, unless designed to resemble a finished wood product, or corrugated siding are prohibited.
B. 
Roofs.
1. 
Roofing materials for dwellings shall be wood shingle or shake, composition, clay, or metal or other material commonly used to roof single-family dwellings.
2. 
The minimum pitch for a roof on a dwelling shall have a three-inch vertical rise for each 12 inches of horizontal run (three to 12 pitch).
C. 
Porches. The front door shall be protected by a covered porch or be otherwise protected from the elements.

All accessory structures permitted in R zones shall be designed to reasonably match the design of the principal dwelling located upon the lot. Vehicles, trailers, train cars, cargo containers and similar structures are prohibited and may not be used as an accessory structure in any R zone. All fences in R zones shall be constructed of wood, simulated wood product, stone, brick, chain link, or other product commonly used to fence residential structures. The following fences are prohibited in R zones: barbed wire, razor wire, chain link with slats, wood pallets, and electrified fences.

A. 
All persons who apply for a building permit in R zones or who otherwise apply for a building permit or other permit to construct or place a single-family home must go through design and siting review, in accordance with this chapter, prior to the issuance of the building permit or other permit.
B. 
All persons who apply for a building permit in R zones for any addition, alteration, or repair within any twenty-four-month period which exceeds fifty percent of the value of an existing building or structure must go through design and siting review, in accordance with this chapter, prior to the issuance of a building permit.
C. 
If not required to go through design and siting review by subsection A or B of this section, all exterior modification of buildings, structures, fences, and accessory structures in all R zones shall comply with the design guidelines in this chapter.
D. 
All applicants shall pay a design review fee in accordance with the city's most recent fee schedule adopted by ordinance or resolution of the city council.

If any section, subsection, sentence, clause, paragraph, phrase, or word of this chapter should be held to be invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality thereof shall not affect the validity or constitutionality of any other section, subsection, sentence, clause, paragraph, phrase or word of this chapter.
