The purpose of CN districts is to provide the opportunity for convenience shopping centers, limited to the provision of day-to-day goods and services, to be dispersed throughout the city when consistent with goals of the comprehensive plan. Such districts must maintain a high standard of landscaping design requirements since these areas are usually closely associated with the residential environment.

The following are the only uses permitted in CN districts:
A. 
Food stores which may include gasoline (18.60.210);
B. 
Drug stores;
C. 
Gasoline service stations;
D. 
Service businesses;
E. 
Self-service laundries or dry cleaning establishments;
F. 
Accessory uses and buildings related to a permitted use;
G. 
Residential uses provided permitted commercial uses are on the street front. Such residential uses must be a part of a commercial structure and conform with the Uniform Building Code.

The following uses require approval of a permit in accord with Chapter 18.75:
A. 
Public and quasi-public uses (18.75.050);
B. 
Restaurants, cafes, delis, etc., without drive-in facilities for food and drink;
C. 
Bed and breakfasts;
D. 
Similar uses (18.75.070).

Development standards for commercial, neighborhood (CN) districts are as follows:
A. 
Site review in accord with Chapter 18.75 is required for any new use or expansion of an existing use.
B. 
Approval of a rezone to CN will expire if use of the property, as permitted by the district, has not begun within two years of approval of the rezone, unless an extension of time has been granted by the council. Time extensions will not exceed one year and no more than one extension will be granted. Following such expiration, the land will automatically, without further public hearing, return to the previous zoning classification before the rezone was approved.
C. 
All activity, other than off-street parking, loading or gasoline sales, must be kept within a completely enclosed building. However, live plant material may be stored outside the building if parking is not affected. In addition, outside seating is permitted; provided, such seating is not on the public right-of-way.
D. 
Setbacks: street frontage, twenty feet, except for fuel island canopies; nonstreet frontage, none, unless abutting an R district, in which case twenty feet.
E. 
Maximum building height: thirty-five feet. A structure higher than thirty-five feet requires approval of a conditional use permit in accord with Chapter 18.75.
F. 
Off-street parking and loading: in accord with Chapter 18.63.
G. 
Landscaping. Landscaping is required and must be shown on the site plan.
H. 
Solid Waste Receptacles. All solid waste receptacles must be surrounded on at least three sides by a minimum five-foot high sight-obscuring fence or wall. Such enclosures and receptacles are not permitted within required street frontage areas.
