This chapter sets forth special conditions and requirements for off-street parking.

Except as provided elsewhere, all new and expanded uses, buildings and structures must have adequate off-street parking in accord with this chapter.

Off-street parking is required as follows, unless it is a specific use then in accord with Section 18.63.040:
A.
In residential rural (RR), residential low density (RL), residential medium density (RM), residential high density (RH), manufactured home subdivision (RMS), and residential manufactured home park (RMP) districts there shall be two parking spaces for each dwelling unit. The parking spaces may be unenclosed or within a garage or carport but shall be surfaced with asphalt, concrete, or a comparable material.
B.
In commercial general (CG) and commercial thoroughfare (CT) districts there shall be one parking space for every four hundred square feet of gross floor area.
C.
In industrial (I) districts there shall be one parking space per each employee working on the maximum working shift.
D.
In addition to the other requirements of this chapter, all districts shall have the following described portion of their property surfaced with asphalt, concrete, or a comparable material: at each driveway, or access point to a public roadway over which motor vehicles travel, an area the width of the driveway or access way and twenty feet in length as measured from the end of the paved portion of the public roadway and extending into their property and covering the driveway or access way.

Off-street parking is required for the following specific uses as follows:
A.
Auditoriums, theaters, stadiums, sports arenas, and other places of public assembly: one space for each four seats and one space for each one hundred square feet of floor area used for assembly and not containing fixed seats.
B.
Banks: one space for each three hundred square feet of gross floor area. If a drive-up window is provided, parking may be reduced to one space for each four hundred square feet of gross floor area. Additional review will be given to assure stacking of vehicles will not impede vehicle movement on the public right-of-way.
C.
Bowling alleys: four spaces per alley.
D.
Business, professional, and governmental offices: one space for each four hundred square feet of gross floor area, plus additional spaces for auditoriums or places of public assembly, if applicable.
E.
Churches, mortuaries, and funeral homes: one space for each four seats or one space for each eight feet of bench.
F.
Dance halls, skating rinks, and other commercial recreational establishments without fixed seats: one space for each one hundred square feet of recreation area.
G.
Grocery, meat, fruit, drugs, liquor, and similar uses: one space for each two hundred square feet of gross floor area.
H.
Hospitals: one space for each five beds plus one space for every two employees.
I.
Hotels, motels, tourist homes, dormitories, and rooming houses: one space for each sleeping unit.
J.
Manufacturing: one space for each one and one-half employees, or one space for each one thousand square feet of gross floor area, whichever is greater.
K.
Medical and dental clinics: one space for each two hundred square feet of gross floor area, plus one space for each employee.
L.
Motor vehicle sales and service including service stations: one space for each one thousand square feet of gross floor area, plus one space for each employee, with a minimum of four spaces.
M.
Warehouse: one space for each three thousand square feet of gross floor area, or one space for each employee per working shift, whichever is greater.
N.
Wholesale stores: one space for each one thousand square feet of gross floor area, plus one space for each employee per working shift.

The building official will fix parking requirements for any unlisted use based on similarity with listed uses.

Except where stated to the contrary, each off-street parking space must not be less than nine feet in width or nineteen feet in length with twenty-four feet of aisle. Where angle parking is to be used, the aisle may be reduced to that specified by the administrator.

Off-street parking facilities must be located as specified in this section:
A.
R districts: must be located on the parcel or building site they are required to serve;
B.
For other than R districts, parking facilities must be within six hundred feet of the use, building or structure they are intended to serve, measured along a public or private pedestrian way, and such parking area must not be unduly detrimental to adjoining properties. If the parking facility is under different ownership and on private property, a written agreement between the private property owners, allowing the parking for the life of the use, building or structure, must be submitted to the administrator. The agreement is to be recorded with the Benton County auditor.
C.
In the case of mixed or separate uses on the same parcel, the total off-street parking will be the total required for the various uses computed separately. A fifteen percent reduction may be permitted for parking areas greater than twenty-thousand square feet.
D.
If the administrator finds that parking demands of the use may be sporadic or seasonal, he may reduce the required parking by fifty percent if the reduced parking is available when needed within six hundred feet, and upon the recording of an agreement in accord with subsection (B) of this section.

Every public and private parking area must be developed and maintained as follows:
A.
Surfacing. The area must be graded and drained for disposal of all surface water on site; be surfaced with asphalt or some comparable durable and dustless surface; and be arranged and marked for the orderly and safe loading, unloading, parking and storage of vehicles.
B.
Lighting. Lighting must be directed and shielded to not illuminate surrounding residential areas.
C.
Other Improvements. Barriers, curbs or tire stops must be installed if a parking area abuts a structure, adjacent property or public right-of-way. Traffic controls must be installed if deemed necessary by the public works director for public safety.
D.
Screening From R Districts. If a parking lot abuts any R district, it must be screened by a masonry wall, tight board fence or screened chain link fence at least three, but not more than six feet in height. Dense landscaping, in-lieu of the wall or fence, may be permitted if approved by the city administrator. Any such approval will include proof of continued maintenance of the landscaping.
E.
Driveways. Driveways in C, I or PF districts must be at least twenty-eight feet from pedestrian crosswalks. Driveway widths must not be less than thirty feet unless otherwise approved by the building official for one-way traffic.

Off-street loading spaces are required for all uses with deliveries or shipments. The spaces must be adequate to accommodate the maximum number and size of vehicles simultaneously loading and unloading. No part of a vehicle using the loading space may project into a public right-of-way.

All parking lots of five or more spaces must provide parking for the handicapped of one stall out of each fifty regular stalls or fraction thereof. The stalls must be twelve and one-half feet in width and located adjacent or within close, safe proximity to required wheelchair ramps.

Any parking lot of four or more spaces may have twenty-five percent of the required spaces marked for compact cars. Compact car spaces must be seven and one-half feet wide and fifteen feet long with adequate back-up space to efficiently and safely negotiate the parking area.
