The Mayor shall be the Chief Executive of Springville, and the administrative powers, authority, and duties of the City are vested in the Mayor.

The Mayor shall be the Chairman and preside at the meetings of the City Council; in the absence of the Mayor, or because of the Mayor's inability or refusal to act, the City Council may elect a member of the City Council to preside over the meeting as Mayor Pro Tem, who shall have all of the powers and duties of the Mayor during his absence or disability. The election of a Mayor Pro Tem shall be entered in the minutes of the meeting of the City Council.

The Mayor shall have the following powers and duties:
May, at any reasonable time, inspect and examine the books, papers, records, or documents of the City, or of any officer, employee or agency of the City;
Shall report to the City Council the condition of the City and recommend for Council consideration any measures as deemed to be in the best interests of the City; and
Shall, when necessary, call on the residents of the City over the age of twenty-one (21) years to assist in enforcing the laws of the state and the ordinances of the City.

Except as may be otherwise specifically provided by law or by ordinance, the Mayor, by and with the advice and consent of the City Council, may appoint all officers and agents of the City as may be provided by law or ordinance, and in like manner may fill all vacancies occurring in the same.

The Mayor shall be the budget officer of the City, or he may appoint, with the approval of the City Council, some other person to exercise the function of the budget officer. The budget officer shall perform all duties which are prescribed by this Code and by the Utah Uniform Municipal Fiscal Procedures Act, Sections 10-10-23 through 10-10-75, Utah Code Annotated 1953, as amended.
