A. 
Unless otherwise provided, any person violating or failing to comply with any of the provisions of this Title, shall be deemed guilty of an infraction, which shall be punishable upon a first conviction by a fine not exceeding $50.00, and for a second conviction within a period of one year by a fine not exceeding $100.00, and for third or any subsequent conviction within a period of a year by a fine not exceeding $250.00.
B. 
Notwithstanding the provisions of subsection A, any pedestrian violating or failing to comply with any of the provisions of this Title, shall be guilty of an infraction punishable by a fine not exceeding $50.00.
